When you said "set up account for Teams", did you mean trying to set up Teams for free at this site:
https://products.office.com/en-US/microsoft-teams/group-chat-software
If so, please try to use a different browser, and try browser InPrivate mode to see the result. If issue persists, could you please share a full screenshot of error or warning you received, and the impacted account address in Private Message for further checking? Thank you for your information, I found that you currently still haven't registered to Microsoft Teams system.
After further testing, when I clicked "Sign up for free", it prompted me a new window to enter my personal account address:
After comparison, I guess that your error occurred on this step after inputted your address.
I think that there might be something preventing you from signing in for authenticating account. If it's convenient, please change to a different network to see how it goes, for some networks may block traffics that's needed to set up. Also check if there's any antivirus, firewall on your PC, temporarily disable them.
Moreover, please use one browser, for example, chrome:
1. Open InPrivate mode, click "…"->More tools->Developer tools:
2. Open Teams official page, click "Sign up for Free" button, go the step where you will enter your account address, enter your address, not click "Next" currently:
3. Click "Network" -> Tick "Preserve log", "Disable cache" checkbox, then click "Clear" icon as above shows.
4. After cleared all entries, then click "Next" on login window:
5. Please check if there's explicit error related with login.live.com, signup.microsoft.com, HTTP 4** and HTTP 5** so on. If any, you can also share a screenshot of it with us.

Thank you for the instructions, I have followed them and sent you a screenshot in a private message.
In general, I have attempted signing up over the past few months on different networks, PCs, browsers, etc - the error is always the same. Thus, I consider the possibility of network connectivity issues unlikely. In addition, this is my personal email account and I login daily without any issues. After all, the authentication process is more or less same. What appears to be failing is the sign up to Teams, once the authentication has completed. This is also evident as there are only 200 OK responses in the network traffic I sent you.
